With the transition from centralized unitary form of government to federalism, significant devolution of decision-making powers from the Federal Government (FG) to Local Governments (LGs) has taken place. This has provided LGs the opportunity to formulate and implement laws and policies independently focusing on the larger interest of citizens, especially women, Dalits, poor households, elderly, youths, and ethnic minority (referred as marginalised groups). The transition is also supposed to increase citizen-LG engagement and enhance good governance.
