Actions for Responsive, Transparent and Accountable Local governance in Nepal
is four – years program funded by European Union and DCA and Managed by DCA. The
project, as its impact will contribute towards Enhancing Citizens'
Participation in Sub-National Good Governance (Local and Provincial Level) at Sudurpashchim
Province in the Context of the New Federal System in Nepal. Overall Objective: To increase
citizens’ meaningful participation in Sub-national-good governance in Nepal. Specific Objective: To empower citizens
and their organisations to effectively engage with the Sub-National Governments
in promoting transparency and accountability in the governance processes in Sudurpashchim
Province of Nepal.
With the transition from centralized unitary form of government to
federalism, significant devolution of decision-making powers from the Federal
Government (FG) to Local Governments (LGs) has taken place. This has provided
LGs the opportunity to formulate and implement laws and policies independently
focusing on the larger interest of citizens, especially women, Dalits, poor
households, elderly, youths, and ethnic minority (referred as marginalised
groups). The transition is also supposed to increase citizen-LG engagement and
enhance good governance.
